Alright, so I answered my own question. I continued my war with Arabia and as soon as I took Athens from them the game ended with my victory. So you need to capture all the original capitals, not the current capital of each civ. The only problem I see with this is there's nothing in the domination victory tab to indicate which city is the capital.
